Article 36 of the Constitution of China clearly indicates that freedom of religious belief of citizens of the People's Republic of China should be protected. Numerous laws and regulations in China also forbid discrimination against anyone for religious beliefs. However, the reality is just the opposite. Tibetan Buddhists, people of Uygur nationality who follow Islam, Catholics and underground churches have all been persecuted on a large scale.

The Association of Persecuted People feesl extremely anxious about the intensifying persecution of the peaceful meditation group of Falun Gong practitioners. No other religious groups in China have suffered such a large-scaled bloody persecution as Falun Gong. Ever since the persecution started four years ago, 770 Falun Gong practitioners have died in detention centers or labor camps as a result of the inhumane persecution. Every week there is new addition to the death toll, and brutal torture has become a daily routine in detentions centers and labor camps. This is not an issue that only involves the actions of individual law reinforcing personnel, but a systematic persecution of Falun Gong by the party leaders in China. The Chinese government has on numerous occasions publicly stated that Falun Gong must be eliminated.

Germany and other European countries have been working hard over the past few years in establishing an international criminal court so that we could step over the obstacles that prevent punishment. In other words, it is to give a warning against serious human rights abuses. The court has not been very effective in restraining what is happening in China, because China has not yet recognized the court. Therefore it is of especially important significance to bring to trial China's former and current criminals of human rights abuses.

We filed a lawsuit with the federal court against Jiang Zemin for violation of the international Anti Torture Convention as early as April, 2002, when Jiang Zemin was visiting Germany as head of state. Although according to the convention, China's civil law is obliged to guarantee that torture will not be tolerated in Chinese prisons and detention centers, yet in Chinese prisons and detention centers, torture is commonplace. The lawsuit at the time was rejected, because Jiang enjoyed immunity privilege as head of state. Jiang was a state guest visiting Germany, and there was not much we could do then from the legal point of view.

We strongly believe that Jiang Zemin and others who are in charge of the persecution of Falun Gong have inescapable responsibility for the death of so many Falun Gong practitioners. We are very pleased that the Global Coalition to Bring Jiang to Justice is devoted to bringing Jiang to trial, so that he will be justifiably punished [for his crimes].

After the Chinese Communist Party crushed the June 4th student movement with tanks in 1989, Jiang Zemin seized China's highest power. China achieved good economic growth in the 90s, but that had nothing to do with Jiang Zemin. The achievements were result of the hard work and wisdom of the Chinese people. The fact is that if it had not been for Jiang Zemin, who made grievous mistakes on the issue, China's economic growth would have been even better. During the period when Jiang was in power, China's political situation degenerated; government corruption became a social norm; the gap between the rich and the poor widened; public security became more and more unstable and the whole society became morally degenerated. In today's China, many people have no moral values at all, and they would use all deceptive means for personal gains. The poor are struggling hopelessly without any help. They have no social security. If they get sick, they can not afford to go to hospital, and the only option they have is waiting for their death in poverty.

Falun Gong spread rapidly across China within just a few years, due to the miraculous curative effect of the practice. The practice helped many people regain their health. In addition, the principle of "Truth, Compassion and Forbearance" helped people purify their hearts and revived the deteriorated social morality. Falun Dafa is truly beneficial to China. The number of practitioners increased to 100 million in a few short years. This figure doubled the membership of the Chinese Communist Party. Because of this, Jiang Zemin is afraid of Falun Gong. He engaged the whole state apparatus under his dictatorship and launched a brutal persecution of Falun Gong with all kinds of despicable means.

According to incomplete statistics, to date, over 700 Falun Gong practitioners have been tortured to death; over one thousand healthy citizens were forced into mental hospitals; more than twenty thousand Falun Gong practitioners were sentenced to reeducation through hard labor and 100 thousand more illegally detained. Countless Falun Gong practitioners suffered beating and tortures by the police. Many were forced to leave their homes. Simply because they practice Falun Gong, their family members, friends, even colleagues were also made to suffer. As an organization that supports China's democracy, the Chinese Democracy Alliance feels deeply grieved over this persecution. We are appealing to all kind-hearted people in the world to extend your helping hand in bringing this brutal persecution to an end.

We believe, the Chinese Communist Party is an evil cult and Jiang Zemin is a murderer. It won't be long before this scoundrel is brought to justice!
